POLICIES AND PROCEDURES

LICENSES: All competitors must have a WMMP license. Management reserves the right to revoke a license or suspend anyone at anytime.
TECH INSPECTIONS: All new cars will go through tech inspection prior to the start of the race meet. Items checked will include weight (w/driver) left side percentage, frame height, treadwidth, wheel width and offset, safety items and other random inspections at the discretion of the Chief Technical Inspector. All teams will have the opportunity to correct any deficiencies prior to the start of the race meet.

After each race, the top three finishers in each event, all divisions, will report directly to the inspection area, unless otherwise posted. This includes heats and consolation events (if any) and feature events. Anyone not reporting to the scales will be automatically disqualified. Any team using unsportsmen like conduct at the scales, their car will be D.Q.’d, second offense one week suspension.

Any car found out of stock after the heat race will start at the rear of the feature event plus go directly to tech after the feature event to have this rechecked, failure to have the problem fixed or not going to scales, you will be disqualified from that event also. If consolation event is required, car must requalify through the consi, starting from the rear.

Any driver out of stock after the feature event will forfeit all points, cash winnings, and other awards for the race meet and start last for the next 2 races attended and lose one week on the handicapping system. Illegal parts will be confiscated, and not returned to the offending driver. Drivers are responsible for knowing the equipment on their car.

If a car is found to be illegal after the heat, it will be disqualified from that race and must start the feature or consolation event from the rear. If a weight infraction or a low frame height is found after the feature, you will be disqualified from that race, and forfeit all awards, points, and cash prizes for that race, and start in the rear of the regular cars for one week. These two rule infractions are the only ones that fall under this penality.

No equipment will be considered as having been approved for competition by reason of passing through inspection unobserved. The Chief Inspector shall have the final say when determining if any rules interpretation, construction or design is acceptable.

APPEALS PROCESS

LINE UPS: Anyone wishing to question a line up must do so within 5 minutes after being posted. This will be done by talking with chief steward. If anyone has a question on a restart line up during the race, they must stop on the race track near an official and ask for lineup to be checked. If you do not protest at these times it will be after the fact and no line up protests will be accepted after the fact. No driver will be allowed to race if they fail to take the first green flag of that race.

FINISHING POSITION
All race results will be posted in the window of the main grandstand tower within 20 minutes after the last race is complete. Anyone wishing to protest or question results may do so within 15 minutes of the time when results are posted. If no protest is made within the specified time the results will be official and not open to further review.
PENALTY ASSESSMENTS
Anyone wishing to appeal a penalty assessed either from on track incident or from conduct in the pit area may do so in writing to one of the track managers. Written appeal must be received within 30 minutes of the end of said race meet when penalty was assessed, AND MUST CONTAIN A COMPLETE DESCRIPTION OF THE EVENT THAT LEAD TO THE PENALTY AND THE REASON WHY YOU FEEL YOU SHOULDN’T HAVE BEEN PENALIZED. This appeal will be reviewed by the appeals board, (which is made up of the entire team of Race Officials at WMMP)
TEAR DOWNS

Failure to submit to a teardown will result in a three race meet suspension for both driver and car, plus loss of all points and cash awards for the race meet where teardown is requested. Anyone found illegal during a tear down may appeal that ruling to one of the track managers.

All appeals of tear downs must be done in writing within 15 minutes of the end of the tear down, all parts being appealed must be turned in with the written appeal. Offending driver and/or car owner must be able to prove beyond a reasonable doubt that the part or parts in question are legal.

All suspect parts shall remain in the possession of WMMP until parts are proved to be legal.. Failure to leave suspect part/parts will be considered an admission of illegality. All parts deemed illegal must be turned over to WMMP before the offending car and / or driver will be allowed to race again. Failure to turn over illegal parts will be treated the same as if the tear down was refused.

GENERAL

Minimum age in the pit area is 13. Those between age 13 and 18 must provide a signed release form and proof of age. Release form must be signed by parent/legal guardian. Forms are available at WMMP. No one will be allowed in main tower during the race meet. (Anyone coming into main tower during race meet will be disqualified from race meet and forfeit all awards and cash prizes)

Barrels are provided for the proper disposal of waste oil: USE THEM!!! $250.00 fine for any team leaving open oil containers or dumping oil. Race teams are responsible for the disposal of their own used tires. $15.00 per tire fine for any used casings left in the pit area. We appreciate your use of the provided trash barrels.

ROUGH RIDING/CONDUCT

Rough driving penalties will be assessed against drivers who act against a fellow competitor. Decisions will be based on observations by the infield crew, flagman, chief steward, and race director. Sportsman-like behavior is expected from all competitors at all times, both on the race track and in the pit area. Fighting or abusive language will not be tolerated. Drivers or crew members who cannot conduct themselves in a responsible manner will be subject to fines and/or suspension. Drivers will be responsible for the action of their crew members.

During the feature event any driver that is black flagged for rough riding will be allowed back on the track after a consultation with a track official in the pit area. A driver who receives two black flags in a single race will be disqualified from that race receiving no points for the day, no money, and start in the rear of all events their next race meet.

Any person who enters another pit area in a hostile manner shall earn themselves or their driver a fine or a suspension of one week. Track management reserves the right to invoke additional penalties, based on the severity of the incident. Any person who becomes hostile or abusive with a track official will be disqualified from race meet and may receive one week suspension and/or fine. Track management reserves the right to invoke additional penalties, based on the severity of the incident. If it is a crew member, the driver and car will be held responsible for penalties.

WEATHER POLICY

In the event of a sudden shower, the program will be temporarily suspended. However, every effort will be made to complete the program when the rain stops. If in the opinion of WMMP officials, the bad weather will prevent a return to safe driving conditions, the remaining races will be postponed or canceled as follows:

1. The program will be considered complete (no rainchecks honored) if four races have been completed. 2. If the program is not considered complete, your ticket/wristband will serve as your raincheck for the designated race. Here in the mountains, weather may vary greatly. If its gloomy where you are, the sun may be shining here. We will make every effort to run all of our race events as scheduled.

TEARDOWN PROCEDURE

Teardowns maybe requested in writing by five drivers, each posting a $50.00 teardown fee, at least 15 minutes prior to the start of the race meets feature event. Tear down must be requested in writing. This form will be signed by all five protesting drivers, and clearly identify the suspected rules infraction. The following individuals will be attendance at teardowns: Protested car owner and/or driver, up to two additional members of the protested cars crew, the Chief Technical Inspector, and his tech crew.

If after inspection the protested car is found to be “in stock”, the protest fee, less a $100.00 teardown fee, will go to the torn down car. If a suspected rules infraction is found, then the protested driver will forfeit all points, cash winnings, and awards for the race meet, and must start last for next 2 race meets attended. Illegal parts will be confiscated and returned to the offending race team at the conclusion of the racing season.

The protest fee, less a $100.00 teardown fee will revert to the protesting drivers. In addition, the Chief Technical Inspector may call for a teardown at his discretion. Failure to submit to a teardown will result in a three race meet suspension for both driver and car, plus loss of all points and cash awards for the race meet where teardown is requested.

RACE PROCEDURES

After opening day, lineups will be formed according to handicap, with the highest earning drivers to the rear. All drivers must sign in and verify their points before practice ends. Failure to do so will result in forfeit of handicap starting position. Heat line-ups will be posted at the tower 10 minutes prior to the start of 1st heat.

First race will roll out PROMPTLY at the designated start time. Line-ups will be official after being posted 5 minutes. Any car not in line when the pace car roles out will go to the rear of the line-up, and that row will pull up to fill any vacant positions. No crossing over. All cars must be self starting after they have been staged. Cars needing to be push started will start in the rear.

Any car missing their heat race will not be allowed to race in the next, but will be allowed to start the feature in the rear. No driver may attempt to qualify more than one car per division in qualifying races. No driver may race in more than one division per race meet. A driver may not get out of one race car and into another race car after the green flag has been displayed once.

All driver changes must be authorized by the track’s Pit Stewart. A driver using another car after practice has begun due to an accident or mechanical problem, or any other reason, will be allowed to only one time during the point race season. This car must come from that division and be an eligible car with that drivers car number and tires on that car. An eligible car is a car that has signed in at the pit tower before practice ends.

A driver may not use a car from a lower division at any time during the race season. The driver on the inside pole position has the responsibility of controlling the pace on restarts. All starts and restarts will be between the white line in turn 4 and start finish line. Drivers who jump the start maybe sent to the rear at the flagman’s discretion. Flagman will determine if the field is in proper alignment for a green flag.

All restarts will be double file. Restarts will be lined up according to track position on the last scored green flag lap prior to a yellow or red flag condition. Lapped cars will hold their track positions unless they volunteer to go to the rear. Lapped cars during feature races will get their positions unless they volunteer to go to the rear. With 10 laps or less remaining, all lapped cars will go to the rear. Cars causing a yellow flag with 10 laps or less, cars pitting that remain on the lead lap will start in front of all lapped cars. Cars stopping due to a mishap and not driving immediately to the starting line (unless under red flag) shall be considered in an accident.

Any car that makes contact and stops on the track shall be considered as involved in an accident. Interpretation of the words “spin outs” and “immediately” shall be left to the discretion of track officials. Pay attention to the infield crew and flagman when realigning the field. Stay in single file until crossed over. Anyone not in single file will go to the rear. Any car pitting or that is in the pits when the caution is displayed must remain in pits until field is crossed over. Any car pitting on red flag conditions will be disqualified.

Features will be considered complete if more than fifty percent of the posted laps are complete. Any race that is considered completed without completing all laps will have a finish order of the restart lineup. All features will start 24 cars, promoter may add positions at his discretion. Top three after each feature event will stop at the start/finish line for awards presentations.

All race winners will take a victory lap with the checked flag. Feature event winners will start their next race meet at the rear of the feature line-up, regardless of handicap. After opening day, all new drivers will start at the rear of all races for 3 weeks race meets. After opening day drivers missing race meets will start in the rear of the field for the number of race meets missed not to exceed 3 weeks. Previous weeks feature winner will start the heat races at the rear of all regular cars. Feature events they will start at the rear of the qualified cars if they qualify in the heat race. If they fail to qualify then they will start at the rear of all the regular cars. If your car breaks down during the practice, you will not be penalized as not taking a green flag for that week only.

New cars or cars missing a race meet will start their heat race at the rear of all regular cars. They will also start at the rear of all the regular cars in the feature race regardless if they are a qualified car or not. If they are a qualified car then that spot in the feature line up will not allow cars finishing behind him to become a qualified car.

Whenever a driver receives the black flag, they will proceed immediately to the pit area for consultation with a track official. Failure to obey the black flag will result in disqualification for that race meet. Any driver disqualified from feature event will forfeit all points and awards for race meet. Any driver in the feature who brings out the yellow flag and then drives off will be put down 1 lap. During qualifiers and consi, you will be D.Q.’d from that event.

HANDICAPPING PROCEDURES
Starting positions will be determined by the driver’s average points earned for the events they have competed in. (total points earned divided by race meets entered) Starting fields will be limited to max. of 24 cars, unless otherwise posted.
CAR NUMBERS
Car numbers will be on the doors, roof, and upper right side of windshield. Numbers will be min. 2 in. wide and 20 in. tall. At anytime the scorers can’t read your number, you will make a change.
